From time to time, at intervals of not more than four years, the planning commission shall re-examine the provisions of this
article and the location of district boundary lines and may submit a report to the commissioner recommending such changes
or amendments, if any, which may be desirable in the interest of public safety, health, convenience, necessity, or the general
welfare.
